Lodging Development Applications Online

Why promote the lodging of development applications online?

The City of Port Adelaide Enfield is consistently looking at ways it can improve its operations and the level of customer service. By submitting Development Application electronically, it will enable Council to speed up the processing of the applications and provide a more efficient way to distribute the documents.

What is the required document format when lodging an application online?

The documents must be a PDF and be flattened (no layers), without security/protection applied.

Please lodge documents separately as listed. If you lodge all documents under one file, this may cause delays in the lodgment of your application.

Do I still need to provide a set of hard copy documents to Council when I submit documents online?

NO, if you have accepted to interact with Council electronically, hard copy documents are not required.

Do I need to sign the Development Application and Power Declaration form if I submit the Application online?

By accepting the Electronic Lodgement System you will not require to sign the Development Application form and/or Power Declaration Form.

How do I provide additional documents for my Development Application?

Simply go to the page Existing Development Applications and attach the documents using the “Lodge Additional Documents” option

If I lodged planning documents electronically and now wish to send building documents to the Council for assessment, what do I do?

Simply go to the page Existing Development Applications and attach the documents using the "Lodge Building Documents" option

I am a Private Certifier and wish to forward the certified documents for an electronic application already lodged?

Simply go to the page Existing Development Applications and attach the documents using the “Lodge Private Certified Documents” option

What's the largest file size I can attach?

You can attach up to 2GB of attachments at any one time.  For larger applications or documents, please split the attachments and lodge the documents individually

How do I name my files?

All documentation is to be named in accordance with ‘Plain English’ naming conventions. For example,

  • Development Application Form.pdf
  • Site plans.pdf
  • Floor plans and Elevations.pdf
  • Engineering Report.pdf

What happens to my documents once I email them?

All documentation received by the Council will be linked to our assessment area’s internet mailbox. Council staff will review the documentation to ensure there is sufficient information to lodge the application, including the correct PDF format.

Development applications submitted without the correct information may result in processing delays.

How do I pay my application fees?

Once your development application has been lodged, the Council will email your development application number with an invoice attached to enable payment.

You can pay your development application fee by using a credit card and phoning us on (08) 8405 6600, or in person at one of the Council’s offices, or by post, within five business days of lodgment.

General Information

What are my responsibilities if I have engaged a licensed builder?

When a licensed building work contractor has been engaged to carry out the building work, details of the licensed contractor and a copy of the Building Indemnity Insurance Certificate shall be provided to the Council prior to commencement of building work.

The licensed contractor will be responsible of signing the supervisor’s checklist for roof framing, and Part A of Schedule 19- Statement of Compliance upon completion of building works.  The supervisor’s roof framing checklist must be completed and signed by a registered building work supervisor, who has undertaken the required training recognised under a scheme approved by the Minister.

What are my responsibilities if I am an owner builder?

Owner Builders must engage either a registered building work supervisor or private certifier to oversee the construction of the building work from commencement to completion. The registered building work supervisor will be responsible for signing the supervisor’s checklist for roof framing, and Part A of Schedule 19- Statement of Compliance upon completion of building works.  The supervisor’s roof framing checklist must be completed and signed by a registered building work supervisor, who has undertaken the required training recognised under a scheme approved by the Minister.

Do I need a Development Approval if I have an aboveground or inflatable swimming pool?

If the pool has a filtration system, you are required to lodge a development application with the Council to ensure the pool and safety features installed, complies with relevant Australian Standards.

Is your swimming pool kid safe

Do I need a development approval if I want to install a spa pool?

If the spa pool has a maximum capacity exceeding 680 litres, you are requires to lodge a Development Application with the Council to ensure the pool and safety features installed complies with relevant Australian Standards.

Note: Spa pool is not a spa bath

Do I need an approval for my retaining wall?

Yes, if the retaining wall exceeds 1m in height or the total combined height of the retaining wall and fence exceeded 2.1m, when measured from the lower of the two adjoining finished ground levels.

I'm selling my property with an existing swimming pool, do I have to upgrade the safety features?

From 1 October 2008, you are required to ensure the current safety features comply with relevant Australian Standards and the Minister’s Specification. Fencing or barriers may need to be upgraded to meet the safety requirement. The Council does not inspect existing swimming pools in this instant. A swimming pool consultant or private certifier may inspect the existing pool and provide advice whether the existing safety features comply with the relevant standards and requirements.
